These iron weights are connected to either side of the window by means of a cord that loops over a pulley that is attached in the upper part of the window frame. The weights are located inside the wall behind the window frame. The cords deteriorate over time and may eventually fray or break. Once you remove these boards, you should have easy access to the weight access holes. Begin by cutting any cords that remain in place. You will need to replace both cords at the once and this makes removing the window easier. Using a utility knife cut through any paint that may be holding the trim in place. Then use a putty knife to gently lift the trim and its nails from the window frame. If there is a metal track, it will have to also be removed at this time. This should allow the lower window to be lifted out of its place to access the window weight port for replacing the sash cords. Once the new cords have been attached to the window and weights, you are ready to put the window back together again. Reverse the steps for removing the lower portion of the window and you should have a window that is in great working order.
